Most fully funded scholarships in the US narrow their eligibility down to one or two countries. The EWC Graduate Degree Fellowship does the opposite. It is open to citizens of the United States and to people from across the Pacific, Southeast Asia, South Asia and East Asia, a region that covers a genuinely huge share of the world’s population.
If you are aiming for a fully funded master’s or PhD in the US and you come from anywhere in that wide region, this is worth a close look.

Fellowship Coverage
The East-West Center runs this graduate fellowship hosted at the University of Hawaii at Manoa. It funds both Master’s and Doctoral study and it covers far more than tuition.
The fellowship pays for:
- Full tuition and fees
- Health insurance
- Books
- Housing in an EWC dormitory
- Partial funding for meals
- A stipend
- Other incidental expenses
On top of the core package, fellows can also apply for extra competitive funding to support field study and conference attendance. This last point matters for research-focused students. It means the fellowship does not just fund your coursework. It can also support you in gathering real research data or presenting your work.
Who Can Apply?
This is the strongest part of the whole fellowship. Eligible applicants must be citizens or permanent residents of the United States or of one of the countries below.

East Asia: China, Hong Kong, Japan, Macau, Mongolia, North Korea, South Korea, Russia, Taiwan
That is dozens of countries across four regions. Many US scholarships for international students cover one region at most. This one spans the Pacific Islands, mainland and island Southeast Asia, the entire South Asian subcontinent, and East Asia, all in one programme.
If your country is on this list, do not assume a fellowship this broad is automatically less competitive. A wide eligibility pool usually means more applicants too so a strong, complete application still matters.
Eligibility Requirements
Beyond nationality, you need to meet a few academic conditions:
- Hold a completed bachelor’s degree
- Have a minimum GPA of 3.0 on a 4.0 scale
- Show proof of English language proficiency through IELTS, TOEFL or the Duolingo English Test
- Apply to the University of Hawaii for the following fall semester by the same deadline as the fellowship
There is a useful exception on the English test requirement. If you completed your degree in a country where English is the first language and you received that degree within the past five years, you may be exempt from submitting IELTS or TOEFL scores. If this applies to you, check the exact exemption rules on the official application page before assuming you qualify.
The Part Everyone Misses: Two Separate Applications
This is the single most important practical detail in the whole process and it is easy to overlook.
You do not submit one application. You submit two to two different places:
- The EWC Fellowship application through eastwestcenter.org
- A separate application to the University of Hawaii itself
Both are due by the same date: 1 December 2026. Getting the fellowship without being separately admitted to the university does not work and being admitted to the university without the fellowship application does not get you funding. You genuinely need both pieces in place on time independently of each other.
Treat these as two full application processes not one form with two names. Start early enough to properly complete both.
Two Deadlines, Not One
There is a second timing detail worth catching. The main application deadline is 1 December 2026. But a set of required supporting documents is due later by 10 January 2027.
Documents due by the later January date include:
- Official transcripts
- Your official IELTS or TOEFL score
So your core applications, including your CV, application acknowledgment and passport bio page, need to be in by December 1. Your official transcripts and English test scores get a few extra weeks until January 10. Do not confuse these two dates and do not assume everything is due at once. Missing the earlier December deadline on your core application will disqualify you regardless of how ready your transcripts are later.

Why This Fellowship Stands Out
Most graduate scholarships force a trade-off. Either the funding is generous but the eligible countries are narrow or the eligibility is broad but the funding covers only tuition, leaving living costs to the student.
The EWC Fellowship does not really force that trade-off. It combines a wide multi-region eligibility list with a funding package that covers tuition, housing, meals, health insurance, books and a stipend, plus competitive extra funding for fieldwork and conferences. For a graduate student from Asia or the Pacific weighing where to apply for a fully funded PhD or master’s programme, this combination of breadth and depth is genuinely uncommon.
